[加拿大乐活网lahoo.ca 温哥华时间4月4日讯]目前除中国外,冠状肺炎(钉型)疫情正在全球快速蔓延。美国约翰斯·霍普金斯大学发布统计数据显示,截至北京时间4月4日,全球累计冠状肺炎确诊病例超过100万例,累计死亡病例5万例以上,累计治愈20万例。
自冠状肺炎(钉型)在加拿大出现后,有卫生官员多次表示:不建议戴口罩、戴口罩没有用。就算你戴了口罩,病毒也有可能从你的眼睛,或其他地方进入你的身体。此类观点是基于无症状人士不会传播新冠病毒的假设。美国疾控中心曾经也认为正常人不用佩戴口罩,只有出现症状的人才需要佩戴。
实际从中国疫情防控的成功经验来看,感染冠状病毒的患者在潜伏期也具传染性,而且还存在相当数量无症状的感染者。中国卫健委在其网站上进一步指出,截至 3 月 30 日 24 时,全国接受医学观察的无症状感染者为1541 例。而同一时刻的全国现有确诊病例数量为 2161 例。无症状感染者看似没有症状,却具有非常重要的流行病学意义。
3 月 16 日,知名期刊《科学》刊文指出,中国的疫情爆发,很大程度上是由未被发现的轻症感染者或无症状感染者所推动的;尽管单个无症状感染者的传染性估计仅为确诊患者的一半左右,但是,79% 的确诊患者都是被无症状患者(包括后来成为确诊患者的潜伏期病人)所传染。无症状感染者仍有向外界散布病毒而成为传染源的可能,重视潜在或长期无症状的病毒携带者,对控制及消灭传染病至关重要。
疫情防治是预防和治疗相结合,现在加拿大防疫体系治疗大于预防,中国的经验是重点预防,这才是控制疫情的关键。
众所周知,冠状病毒的主要传播通过飞沫和密切接触传播。其中,飞沫扮演一个非常重要的角色,只要人们开口说话、大笑、咳嗽、打喷嚏,就飞沫从嘴里出来。飞沫在密闭的空间中可以存留三个小时,传播距离超过8米,还会混合在空气中,形成气溶胶,呼吸感染传播率极高。研究表明,冠状病毒体积为125纳米,人类毛孔2万纳米,而且毛囊周围都是毛细血管,只要含病毒的飞沫喷到皮肤或被触摸到都是非常危险的。相关数据表明:疫情通过飞沫传染率高达87.23%,飞沫才是传染这么快的根源,控制飞沫传染才是控制疫情的关键所在。
在接受《科学》杂志访谈时,中国疾控中心主任表示:在我看来,美国和欧洲最大的错误是人们没有戴口罩。这种病毒通过飞沫和密切接触传播。飞沫扮演一个非常重要的角色,你必须戴上口罩,因为当你说话时,总是有飞沫从你的嘴里出来。许多人感染后是没有症状的或者有一段潜伏期,如果他们戴着口罩,可以防止他们携带病毒的飞沫感染给其他人。请注意:主任先生说的是“最大的错误”!
中国能在三个月内将疫情控制下来,核心因素就是让民众在公众场合且有可能与他人接触时戴上口罩。因为戴上口罩就可以有效的阻隔病毒的传播。口罩不仅可以防止病人喷射飞沫,降低飞沫量和喷射速度,还能阻挡含病毒的飞沫核,防止佩戴者吸入。这是中国能够快速控制病毒传播的关键。
这几天,美国CDC基于疫情传播的严峻形势,也开始号召大众配戴口罩,作为防护的重要措施。
为此,我们建议加拿大政府在号召民众减少外出,把手洗干净的同时,一定要向民众强调社交场合带口罩的重要性。让所有人戴上口罩,将会最大限度帮助加拿大战胜疫情!
疫情发生以来,中国已经为世界提供了冠状肺炎(钉型)的防控经验。中国为抗击疫情采取了强有力的检测与隔离措施,建立了方舱医院。广大民众本着以顾全大局的奉献精神和牺牲精神主动在家隔离,避免外出,戴口罩、勤洗手,最大程度遏制了疫情的传播。
世卫组织也基于中国经验向全世界提出了遏制病毒的明确建议:广泛检测、病例隔离、接触史追踪和保持社交距离。这些措施高效实用,可借鉴、可复制、可推广,希望加拿大政府尽快根据中国经验完善疫情防控措施,有效控制疫情的发展,再现多元化美丽的加拿大。

A proposal
from the Chinese community in Canada
on COVID-19 prevention and
control - an open letter to Prime Minister Trudeau
The COVID-19 pandemic is spreading rapidly around the world with the exception of China. As of April 2, 2020, more than a million cases of coronavirus have been registered globally, according to the latest figures from Johns Hopkins University. Nearly 53,000 people have died and more than 210,000 have recovered, according to the US university's figures.
Since the outbreak of COVID-19 in Canada, health officials have repeatedly said that Canadians do not need to wear masks, and that even if you do, the virus may still enter your body through your eyes or other body parts. Such guidelines are based on the assumptions that people with no COVID-19 symptoms may not be spreading the disease. Until very lately, the mainline public health message in the U.S. from the Centers for Disease Control and Prevention had also been that the only people who need to wear a face mask are those who are sick.
In reality, according to China’s experience, COVID-19 patients can be infectious during the incubation period and there are quite a number of people with no symptoms. The National Health Commission of China further stated on its website that there were 1541 asymptomatic cases under medical observation nationwide and 2161 confirmed cases as of March 30, 2020.
Asymptomatic people are of great epidemiological significance. The journal Science published a research paper on March 16 saying that the explosion of COVID-19 cases in China was largely driven by individuals with mild, limited, or no symptoms who went undetected. Although a confirmed COVID-19 patient is twice likely to transmit the virus than an asymptomatic individual, 79% of the confirmed cases were infected by people who were asymptomatic (including pre-symptomatic individuals in the incubation period). As asymptomatic carriers may still transmit coronavirus, it is of vital importance to pay close attention to them in order to control the spread of the virus.
Anti-epidemic measures should be a combination of prevention and treatment. Currently, Canada's anti-epidemic measures are more focus on treatment than prevention. However,prevention is the key contributor to containment of the COVID-19 outbreak, according to China’s experience.
According to current evidence, COVID-19 virus is primarily transmitted between people through respiratory droplets and contact routes.
Droplet transmission occurs when a person is in in close contact (within 1 m) with someone who has respiratory symptoms (e.g., coughing or sneezing) and is therefore at risk of having his/her mucosae (mouth and nose) or conjunctiva (eyes) exposed to potentially infective respiratory droplets.
“The big mistake in the U.S. and Europe, in my opinion, is that people aren’t wearing masks. This virus is transmitted by droplets and close contact. Droplets play a very important role—you’ve got to wear a mask, because when you speak, there are always droplets coming out of your mouth. Many people have asymptomatic or pre-symptomatic infections. If they are wearing face masks, it can prevent droplets that carry the virus from escaping and infecting others,” according to Mr. Gao Fu, director-general of the Chinese Center for Disease Control in an interview with the journal Science.
One of the key contributors to China’s successful containment of COVID-19 in three months is that its people wear masks whenever they leave home and may come into contact with others. Masks can effectively block the spread of the virus by preventing droplets that carry the virus from escaping and infecting others. They can also help prevent exposure to potentially infective respiratory droplets.
In light of the rapid spread of the COVID-19 in the country, the U.S. Centers for Disease Control and Prevention is now advising Americans to wear masks in public.
In this regard, we suggest that the Canadian government, while calling on the public to stay at home and wash their hands, also emphasize to Canadians the importance of wearing masks in public. Letting everyone wear a mask will help Canada beat COVID-19 to the greatest extent.
China has shown the world how it has approached COVID-19 since its outbreak in the country. First, rigorous testing and isolation with the help of mobile cabin hospitals. Second, suspend public gatherings and restrict movement. The entire Chinese population have made great sacrifice and contribution to the containment of the disease by staying at home, washing hands frequently and wearing masks in public.
The World Health Organization also made clear recommendations to the world to contain COVID-19 based on China’s experiences: extensive testing, case isolation, contact history tracking, and maintaining social distance. These measures are efficient and practical, and can be used for reference, copied and promoted. It is our sincere wish that the Canadian government would improve the disease prevention and control measures as soon as possible based on China’s experiences and effectively control the spread of COVID-19 for a diverse and beautiful Canada.
